No topo da hierarquia, está o genuíno pensamento filosófico. No período de SZ, pensar inclui questionar. Uma questão (Frage) é distinta de um Problem. Um problema (tal como o problema do livre-arbítrio) é uma entidade objetificada e extemporânea, extraída por filósofos tais como Windelband e Hartmann de obras de Platão, Kant etc. Uma questão é um acontecimento concreto, situado. Questões, ao contrário de problemas, não restringem-se a uma seleção tradicional. “Há uma história de problemas unicamente a partir de um ponto de vista filosófico explícito. Em contrapartida, uma inquisição genuinamente livre de pontos de vista conhece apenas ‘assuntos’ [‘Sachen’] como possíveis fontes e motivos de questionamento e de desenvolvimento de aspectos nos quais eles devem ser questionados” (GA17, 78).
